For the second start year under new ownership, the former Picard division cellar-dwellers find themselves in the playoffs. In the first season of PVBL play, the Sacramento franchise had the odd moniker "Knights" and finished 1997 with 105 loses (managing just 57 wins), which was the worst record in the entire PVBL. Three teams were in first place in that first season, and at the end of this 5th season. The Phoenix (94-68) team took the Data division, with Galena (106-56) winning the Spock division, and Punxatawney (105-57) won the Riker division.

In the second year of the PVBL, still under that "Knights" name, Sacramento again ended up in last place (63-99). In that year, 1998, they only had the 3rd worst record. While Sacramento again repeated their last place finish, Phoenix (103-59), Punxatawney (89-73) and Galena (109-53) won their respective divisions again.

In the third year of the PVBL's existence, that "Knights" team yet again had a losing season, but these time they made it up to 4th place in the Picard. Phoenix (93-69) finally "lost" their division, but they still made it to the playoffs. Galena (107-55) and Punxatawney (92-70) repeated their winning ways. Sacramento ended up with 78 wins and 84 losses.

And in the fourth year, a new owner was finally found for the Sacramento team, and with the new owner came a new name (which seems to have slipped the commish's memory) - "River Otters" (yet another odd name). While winning only 10 more games in 2000 than they had ever won before in a single season, the Otters tied Spokane for the Picard division title, and reached the playoffs for the first time (I believe that the Otters entered through the "wild card" and the Pirates (Spokane) actually "won" the division because of the Pirates 57-47 division record and the Otters 54-50 division record). Amazingly, this "wild card" team ended up winning the world series in Sacramento's first winning season (if Spokane and Sacramento had just tied, or if they both "just" entered the playoffs, Sacramento would have been listed above Spokane in the record book due to alphabetical nature of the team names). In this wild card win year, Punatawney (77-85) had its first losing season (and failed to capture the Riker), while Phoenix (106-56) regained the Data division, and Galena (110-52) continued to win the Spock division title.

We finally reach the 5th year of PVBL. In the second year under new management, the Otters continued their historical streak of improving themselves by actually winning the Picard division this time. They also started an uncomfortable streak. Even though they had to win 5 consecutive games to reach the playoffs (by beating their foe Area 51, which is a new franchise location - the former Duluth? ), they ended up with the same record (88-74). Phoenix had their best year and yet again won the Data division (115-47), while Punatawney recaptured the Riker with a 98-64 record, Galena, of course, won the Spock again (106-56). Galena, Phoenix and Washington all had more than 100 win seasons, but only Galena has never had a sub-100 win season.
